Allow for a "staged commit"

A staged commit takes in a source version and creates a manifest which represents the result of that commit but it doesn't attempt to update the latest manifest or make that manifest part of the "lineage" of the dataset. This will allow Lance to operate in a secondary "unversioned" mode which is something we want for blob storage.
