0.90.1

Description & steps to reproduce

there is no option to 'restart' an enclave even there is an option to 'stop' it. This make the whole thing kind of useless. As it depends on docker so if my docker is upgraded(ubuntu say), the enclave is in a 'stop' state and it is no longer to restart it again. I have to clear the whole thing and start from scratch. this make the whole setup ephemeral and kind of useless.

Desired behavior

should be able to at least try to restart

Critical; I am blocked and Kurtosis is unusable for me because of this bug.

Here's some more context on this feature: #853

There has been a lot of feature work done to try and get to a point where enclaves are more persistent but as of right now still not there yet - let me know what your usecases are though so they can influence the open source roadmap!
