Implement a POC based on this RFC.

We don't intend to have the full RFC implemented, but rather:

  • Introduce a new init container
  • The init container doesn't perform any policy optimization yet
  • The init container implements the leader election mechanism described in the RFC

The ultimate goal is to understand if this init container approach can work as described inside of the RFC. We want to be sure we are not going to have deadlocks causing the Policy Server to not start.
