After julia-actions/cache#71 and particularly once julia 1.11 lands, julia-actions/cache will become a lot more powerful in speeding up CI.

I think we should noisily suggest users use it, if julia-runtest detects an empty depot.

This is now live for julia-buildpkg here https://github.com/julia-actions/julia-buildpkg/releases/tag/v1.6.0
So lets see if there are any issues before launching this here
