which version of Ubuntu you are using
If you use Ubuntu 22.04 then you need to install Ros2 humble.
if you use Ubuntu 20.04 then install Ros2 Foxy

if everything is correct then try to follow the ROS installation tutorial again.

In my system, there is ROS2, and gazebo installed in my Ubuntu, but the ros -foxy command is still not working there.
