No Javadoc jars are released for RC1

http://javadoc.io/doc/io.github.jmcardon/tsec-cipher-jca_2.12/0.0.1-RC1 – says "No JavaDoc is released with artifact io.github.jmcardon:tsec-cipher-jca_2.12:0.0.1-RC1. Please try other versions".

The issue also prevents documentation management software like Dash from downloading the latest release docs.

IIRC I had to not publish javadocs for that module because it somehow exploded the compiler before..

This was when we were automating release. That said, I wouldn't really rely on it for tsec. The javadocs could use some work
