SSH keypair created in instance.tf not uploaded to instance

I made some changes to the BGP configuration in the bgp_fixes branch. After doing so, they SSH keypair created in instance.tf is not being uploaded to /root/.ssh/authorized_keys. I have to access the servers using another SSH keypair I created in the GUI which does exist in /root/.ssh/authorized_keys. I suspect operator error as I don't see my changes would affect the copying of the mykey.pub to the instance.
