Configure the Collection Policy to only show "top level" collection models #10

When managing a collection (/manage/collection) only display ‘top level’ content models in the “Manage Collection Policy” tab. Eg. does it make sense to provide Islandora Page Content Model (islandora:pageCModel), Islandora Newspaper Issue Content Model (islandora:newspaperIssueCModel), Islandora Newspaper Page Content Model (islandora:newspaperPageCModel) when these types of objects are managed by their solution pack modules?

Discussed in Meeting 1: decided too vague/hard to implement.
