GITHUB_WORKSPACE environment variable unset by msvc-dev-cmd?

I use this var to switch between cloned repositories in my action. Can this be copied across?

This also seems to be causing an issue with https://github.com/lukka/run-cmake:

Error: vcpkg failed with: 

error: Could not locate a manifest (vcpkg.json) above the current working directory.
This vcpkg distribution does not have a classic mode instance.
