Uniswap V3 should be deployable with Hyperlane ICAs

Wormhole/GFX labs have created a deployment script that allows folks to deploy Uniswap v3 on any chain. https://github.com/wormhole-foundation/univ3-wh

As they call out on https://wormhole.com/wormhole-foundation-supports-open-source-uniswap-v3-deployment-tool/, they are calling out other bridges to be supported in this script.

This bounty calls for a PR on the above repo to support Hyperlane ICAs to be the owner of the newly deployed instance. For that, it needs the following:

• Inputs:
  • Hyperlane Mailbox address (deployed via https://docs.hyperlane.xyz/docs/deploy/deploy-hyperlane)
  • ISM to be used (should be the most secure option available to validate the Ethereum mailbox on this chain, currently the existing validator set, but very soon after Support AggregationISM in the relayer #1757 and EIP5164 Hyperlane Adapter #2180 get merged would be an aggregation of multiple ISMs)
• Actions:
  • Deploys an InterchainAccountRouter on the chain
  • Sets the Uniswap DAO's ICA as the owner of the deployment

Part of the scope should be a live deployment that can be pointed to as well as the steps that were used to deploy.
