Add share a file link functionality

+1. It would be nice to have a "permalink" option to share to others or to put in the wiki pages created with the wiki module.

+1. Would be really cool to create a share link for single files (images, pdfs, *.odt, ...) so guests can download/view those files. Should work without permitting any further access and without activating guest access...

Same applies for wiki pages. At humhub/wiki#129 in the wiki repo I describe the idea as well as the motivation for the request more detailed.
