Add topics when uploading file

When a user creates or uploads a file, there should be mechanism to add a topic/s

Do you have implementation suggestions for that?

Should a dialog appear after every upload? What happens with multiple uploads?
A popup could be rather annoying for users who do not work so intensively with Topics.

It could an option per install or per space, so those admins who required it could implement it.

The default would be off, so no change from present.

In our organisation's situation, all files are required to be tagged.

As for the multi-uploads, for the present a single choice of topic(s) for all files uploaded.
