local domain hosts without /etc/hosts permission

based on the issue #171 we need to find a safer way to configure domain hosts without needing permission on /etc/hosts

@mprimeaux unfortunately not, I will reopen the issue, but permission is still needed for /etc/hosts. I haven't found another way to resolve it without this permission yet...
