To avoid regressing on halide/Halide#5223, we should add a configuration (or maybe just change the Win64 one) to build from a source path that contains a space and a non-ASCII, UTF-8 character. For instance: C:\Users\Juan Pérez\Halide (this is a "John Doe" equivalent in Spanish)

Counterpoint is that this will make replicating build issues on Windows in a termainal window even more painful than it is now.
