Fix up global test run failure

Many tests deplyItem user_settings.xml. However, the file is updated in place, and the result is that the test runner doesn't re-update, and so other tests get different initial conditions. This causes some to fail. Probably need to start with a different file, and copy it locally so the original deployed item is never updated.
