COG Pipeline

WIP for generating COGs for different datasources and visualizing them using a dynamic tiler API.

GOLive
MUR SST
Sentinnel
Some vector and point data?
SUPERsnow_depth (maybe, privacy concerns)

Current considerations:

How to handle multiple bands (I think there is a parameter in the tiler API for this)
How to handle scaling / colormapping (probably for WMTS?)
