Update gemspec to allow higher ruby-cloud-env versions

Hello, updating ruby-cloud-env to allow higher versions is trivial and wouldn't cause any significant changes to anything really. ruby-cloud-env has only recently been updated to a newer major version and it's just a few additional objects. It's a relatively small library. Im only asking for this since It's just annoyingly messing with version constraints. Thanks.

I would create a merge request but i see dependabot has already attempted to and it failed due to the CI failing. Though I don't understand, for trivial changes it shouldnt really matter. The CI is irrelevant.
