Support for certificates in transactions

Certificates that could be included in transaction are ignored.
Would be good to have at least the most common certificate kinds managed (ie: account/stake (de-)registration, account/stake delegation and pool refistration/retirement) cert.

Having this could be potentially possible to generate a delegation transaction on a golang backend ready to be signed on the frontend.
