Short answer:

Does it mean that sending institution should not be allowed to send nominations when all the factsheet requirements are not met? |
It up to the sending and up to the receiving what will be done with such nomination.
No, it up to the receiving how such nomination will be handled.
In my opinion the decision is still to the recevining. May by instead of 3 documents there is only one in nomination but the student can be accepted becasue there are no more candidates. |
ok .. what is the recommendation from DGAC on this? Should it be left to the individual universities or it needs to be enforced by the service providers? |
Nomination requirements are meant to inform partner institutions and allow them to prepare beforehand, so as to avoid duplication of work, ie send incorrect/incomplete nominations and then send them once again. So, it is up to HEIs to decide whether they will provide this info and consequently service providers should be able to provide this option to their clients. |
As per the new file changes in mobility API, file specification should match with the Factsheet rules. I understand the change but not able to understand how it will work in real world without issues. Can someone explain full process?
