Create a common GNUMakefile tasks interface for all starters projects

With the following tasks (by the time of writing)

• up (bootstrap init and run with default config values)
• upgrade (runs a craft update on the project)
• clean (cleanup leftovers of the project)
• help (show up this stuff)
• setup (optionally if has to setup anything in the project or the machine before the project runs)
• start (runs the project without the init bootstrap)
