Does this document on Core Conditions cover this issue?

Not sure what, "including the different from Core and Commerce" means.

Unfortunately, I do not know either. I think it was to explain why there are Condition plugins in Drupal core that power Block conditions vs our own. I guess it's more technical and doesn't need to really be documented, since the core condition API is obscure anyways
