Getting Windows error on nge build or nge serve

With a brand new angular project using angular-cli 1.6.6 and Node 6.11.5 on Windows 10 64-bit, I'm getting a compilation error in a Windows Script Host window when I try to run the build or serve commands . The standard ng commands run without issue.

I'm running the command npm run nge-build and getting the error.

I've attached the npm debug log and a screenshot of the error that pops up.
