[dbt-snowflake] Microbatch strategy

As part of dbt-labs/dbt-core#10624, dbt-snowflake needs to implement a microbatch incremental strategy.

In snowflake, this will use the delete+insert mechanism while additionally setting incremental_predicates to filter on event_time_start and event_time_end.

The base tests from dbt-adapters 1.6 should also be inherited and included as part of this work.
