Basically when an admin runs this command, it should update everyone's role with their new roles according to the spreadsheet.

Loop over every person in the server, get their new role from the sheet, and assign them to it.

Fixes #13.
Google sheet is now cached and update-sheet can be run to refresh it
Also fixes error handling for updateUserFromSheet
