Existing organogram datasets on data.gov.uk need sorting.

Change name so that they are consistent with the new ones. Merge where a publisher has multiple datasets. Convert to time series.
Keep all the resources, but mark them "(legacy)". This means we keep all the old RDF ones. Duplicates remain.
Ensure links to reference.gov.uk / organogram.data.gov.uk are sorted - does TNA have them?
Get rid of useless ones like: https://data.gov.uk/dataset/organogram-march-2013
