Issues emails 'misdirected' to all CO admins/editors #429

Large orgs like CO should not have emails go to all admins/editors as they don't work together nor have responsibility across all datasets.

We need to discuss if we can send these to an established helpdesk.

And in general we need to be clearer about why someone receives an email.
