[Feature Request] More Robust Quotes Import Tool

Describe the problem
The Quotes import tool only accepts quotes exported from StreamLabs Chatbot and Mix It Up, both of which do not contain all of the fields available in the Quotes database.

Describe the solution you'd like
I'd like to have the Import tool be improved along the lines of #2789 for the Viewer Database. Firebot users should be able to mass-edit the Quotes Database via import using a standard template. I'd like to be able to upload a CSV containing Quote ID, Quote Text, Author, Created Date, and Category/Game and and then overwrite the Quotes db with it.

Additional context
I think any time Firebot maintains a database like Quotes, Stats, or Users, it'd be great to have a formal templated import tool to mass-overwrite all the fields in the DB.
