selecting .csv file for upload (formatted in a specific way, such having column names matching codes of fields)
uploading .csv file
display of data recognised as valid and complaining of minimal required data is not available (or mislabelled)
reliable upload of dataset
handling edit conflicts (where data is present already - such buildings can be skipped or new data can overwrite existing fields)
