unify python version for development env and production env #126

开发环境的 python 版本应该要跟 agent 里的python image 版本一致，这样能及早发现问题
agent 里的python image，要尽量选择体积最小的版本，这样运行时不需要pull 很大的image

在构建过程中安装依赖包，alpine 和 slim tag 的版本安装报错，原因是基础环境依赖问题；
暂时无法使用较小的版本去做，目前定义是 python:3 是因为3+的版本都可以正常运行；

@blankwu 自定义dockerfile 用 slim 版加上依赖包呢？开发环境也需要有自定义 dockerfile 的

https://github.com/cryptape/cita-monitor/tree/reduce-cita-exporter-image-size 这个分支大小可以缩小1半。
