As an helper we can define a decorator which will raise a compat error when trying to call this method when process_capabilities are not right....

As a side comment. Note that these capabilites are called 'process_capabilites' and not 'account_capabilities' so these capabilities should be used only for OS account under which server is running and not for an arbitrary account.
