Story

Implement static skipToLink for workspace layout

Description

As a user I would like to be able to skip to the workspace region of the document. In order to accomplish this, a skip to link need to be inserted into application-navigation.

Motivation

So that I can access the workspace region of the page with assistive technology.

Definition of Done

We'll know we're done when the workspace is accessible via a skip to link for workspace.
