[BUG] Scans contain duplicates after interruption

Describe the bug
If you are scanning the Horizon bio signals and have to interrupt your session and restart E:D, the display of the sites scanned contains duplicates. These do not go away if you scan additional sites, but the additional sites are added correctly.

To Reproduce

1. Find a planet with Horizon bios that is unknown to the Canonn DB.
2. DSS the planet, do a composition scan of some of the sites.
3. Quite to desktop, restart EDMC, re-enter the game
4. Check the display

Expected behavior
Each site should only be listed once
