global menu support

there appears to be a global menu wayland protocol that KDE is probably using for their global menu support. It seems specific to KDE atm but there is now an effort to standardize it

This will be useful for desktop usecases like the lomiri desktop and possibly miracle wm aswell

p.s. PopOS seems also interested in it, but they lament that there is no standard for it yet. With kwin, mir and popos that could potentially be "the 3 needed implementations" to get this into core wayland protocols :D
