What steps will reproduce the problem?
1. Downloaded and run the installed. Said finished. MacType Tray running. No
other instructions, tried a reboot
2.
3.

What is the expected output? What do you see instead?
I see no change at all. From the Systray selected English, said it could not
write the ini file but MacType menus changed anyway. Somehow got a MacType
Control Panel, it also could not write the ini file but offered to write to
Documents, OK. Still see no signs of any change. All this in desktop, not
Metro, mode.

What version of the product are you using? On what operating system?
Downloaded 18/07/2014 on Windows 8.1

Please provide any additional information below.

Yep, had the same issue, which is related to "special" security for "Program
Files"/"Program Files (x86)" folders in Windows 8. What you have to do is open
MacType installation folder properties, go to security tab and add your user
with "Full control" permission.
