Can't remove users from a large moderation list

Describe the bug
I have a moderation list with 890 users, and the function to remove a user from the list stopped working at some point.

To Reproduce

Steps to reproduce the behavior:

1. Go to the Moderation List page.
2. Scroll down the user list (Keep doing this until you have a good number of users at the top of the list).
3. Click Edit and click to remove user.
4. When update the list the user still there.

Expected behavior

To remove the user from the moderation list.

Additional context

The other small moderation lists are still working fine, and the top of the list removes users as well. It seems like the issue is related to the number of users.
