We want a nicer way to deal with the two expos we have instead of the current method of doing even/odd for which expo you are in.

UI elements on root
DB field for expo #
Admin toggle for use single vs multi expo setup
Admin tooling
- Seed expos (50/50)
  - More advanced -- use algo to determine most optimal distribution to minimize # projects a judge has to judge in a single expo half
- Seed table #s based on expo (allow duplicates, but only across expos)
