👋 while upgrading node to 21.3.0 release, the aws-amplify 12.8.2 regression test failed

    Error: ENOENT: no such file or directory, open '/private/tmp/aws-amplify-test-20231130-21139-hr6l3c/.amplify/plugins.json'

actually that is a bug with node 21.3.0 writeFileUtf8 change, nodejs/node#50989
