As per commit c3e5d89:

The feature is desirable but it is being dropped temporarily to simplify and
shape the API towards supporting multiple web renderers.

Also, ephemeral web-contexts and web-views are deprecated in WebKitGTK API
version 6.

After c3e5d89, issuing make-window results in an empty window instead of loading default-new-buffer-url.
