What is the current behavior?

lint_test just asserts that the report was empty, but doesn't propagate the report elements into XML.

Describe the feature

Looking at https://github.com/bazel-contrib/rules_jvm/pull/283/files it occurs to me that rules_lint with checkstyle would be a regression for a user who relies on the XML to report the issues into their CI user interface.
