Bugs in Enterprise Edition 2.11.3

2. there is no way to connect to YouTube and Facebook, sometimes it connects to Telegram (but this is rare)

On my side there is no problem publishing to youtube RTMP endpoint.

Can you try to play the mp4 file through https://ams_url:5443/{appName}/streams/{vodId}.mp4

Probably file does not exists there thats why you cannot stream or play it.
Please connect to your instance and go to usr/local/antmedia/webapps/streams directory and check if file is there. If its not there try to re upload and recheck if file is there with vodId.mp4
