Per the documentation, varints are a twos complement encoding of an integer. Right now our codebase will only encode / decode positive integer values because of how Python handles integers.
Figure out what examples varints are used for negative values:
Column Type (positive)
Header Size (positive)
Row id (?)
Payload Size (positive)
