Spike for cross chain allocation

Product wants to solve multichain checkout as Quadratic Funding (QF) remains crucial for us and our community rounds. We won't solve it in time for GG21 in a way that meets the needs of the proposed ecosystem rounds (SEI, Polygon, Celo, Metis, Arbitrum). To reduce user friction, we'll likely proceed with rounds on Arb + SEI and possibly Optimism.
If there's a quick solution to make cross-chain donations more seamless for GG21, let's investigate. Otherwise, let's aim for a robust solution for GG22 (Nov). Our priority is broad chain coverage, making Transak and LI.FI compelling options based on prior research.

What we need to figure out:

• Is it possible to invoke allocate on multiple rounds across chains without having the use to go a bridge to send funds
• If yes, what would the contract changes would we need
• And would LI.FI and transak be possible options to help achieve this
