Pull request #100 captures how to add MIL-STD-2525C support to the WorldWind Exploer.

In particular, it introduces the TacticalSymbolPlacemark class that draws a Spatial Illusions Milsymbol on the globe in the form of a WorldWind Placemark.

A Web WorldWind specific example (sans the Explorer) is forthcoming as time permits.
