Consider the more smaller value as the minimum value of event_report_window

We want to set the minimum value of event_report_window to 30 minutes.

One of our advertisers has set their conversion to 'purchase' immediately after a click, using a 30-minute attribution window. Currently, the minimum value is 1 hour, but there is a need to include even smaller values.
