Revisit DDOS logs for 'zh-CN' value

Because

David Cliff at Northeastern reached out about a recent DDOS on their DIgital Repository and found that every request had this value:
zh-CN,zh;q=0.9,en;q=0.8,en-GB;q=0.7,en-US;q=0.6

This could potentially be used for future rate limiting/banning

Done when

Logs have been reviewed and we have confirmed if the value is present in our DDOS. If so, configure a process for limiting bots or banning bots with requests containing the value.
