Describe the bug

trying to fill buckets with a fluid in a tank only works if a single tank is placed in the top slot. any more than 1 empty bucket no buckets will be filled

How to reproduce the bug

fill a tank with fluid
insert more than a single empty bucket
fluid not added to bucket

Expected behavior

buckets should fill correctly
