FR: In codeblock view, when title is missing hide title

I use codeblocks in Topic templates and the codeblocks will need title. Many of the code blocks will be empty so the pages will render ugly with titles that have empty code blocks underneath

When I render a codeblock with the "title" element, if the codeblock has no result to display, the title should hide.

Describe alternatives you've considered

Not using a title. But since i have more than one code block in the template I need titles to distinguish them
