check compatibility with hop 0.10

See if hop 0.10 can be supported. It looks like we've been relying on hop 0.9 for at least 18 months.

Fresh installs pull in 0.10 on their own. So, updating a snews_cs then running through the canned battery of tests might be an easy test. Will report results here, could do this as part of the next mini-firedrill.

Melih ran the server with 0.10, and me with three 0.10 clients, and the comms all worked ok for a coincidence test.

Running the checks with 0.10 and the server was at 0.09 also worked.
