`powerofftestvms.sh` seems not to ext 1 if state is undetermined #113

ensure that powerofftestvms.sh does exit 1 (thus stopping the SOE-CI run at that point), if the following happens;

ERROR:   Host sattestclient03.sattest.pcfe.net is neither running nor shutoff. 
No action possible! [Tue Sep  4 00:42:24 CEST 2018]
