If a company does not have a valid building permit for the current phase, Rails automatically skips the track building step for that company. However, the JO Engineer Office private allows a player to assign a D permit to the company. If this permit is allocated to the company, Rails needs to reactivate the track building step for that company. When we played, we couldn't find a way to make this happen, so we used the map correction mode as a workaround.

The point is that you can't trigger it before the track-laying step, because as soon as it is that company's turn, Rails skips past that step. And you have to be running the company in order to use the Special menu for this private, so you can't assign the permit before this company's turn.
you can trigger it, actually all players can trigger it and should if asked so, cant be done otherwise currently. The otherway is you go back in history one turn if its your turn, trigger the action during the turn of the other company and then replay the move of that company..
I'm running a game now. The option only appears under the Special menu (on the Map window) when the active player owns the JO - so other players can't trigger the action. The menu item says "Add D building rights to this company" - so the player can't use this for other companies, only for the company that is currently operating.
